Cardinal Mazarin was a favorite of King Louis XIV of France, and perhaps the most influential person in the French court at the time. Having served prominently in the court for several years during the reign of King Louis XIII, he was formally appointed Chief Minister by Queen Anne when she assumed the Regency for her young son, King Louis XIV, and remained in that position until his own death in 1661.

Cardinal Jules Mazarin was born Giulio Raimondo Mazzarino on July 14, 1602, in Pescina, Italy, the second of seven children of Pietro Mazzarino and Ortensia Bufalini. His father served as Chamberlain for Filippo I Colonna, the Grand Constable of Naples, and his mother came from a prominent noble family in Rome. His siblings were:

  Cardinal Jules Mazarin, born Giulio Raimondo Mazzarino, was an Italian cardinal, diplomat, and politician who served as the chief minister to the kings of France Louis XIII and Louis XIV from 1642 until his death in 1661. In 1654 he acquired the title Duke of Mayenne, and in 1659, 1st Duke of Rethel and Nevers.

  After serving as a papal diplomat for Pope Urban VIII, Mazarin offered his diplomatic services to Cardinal Richelieu and moved to Paris in 1640. Following the death of Richelieu, Mazarin took his place as first minister, and after that of Louis XIII in 1643, Mazarin acted as the head of the government for Anne of Austria, the regent for the young Louis XIV, and was also made responsible for the king's education until he came of age.

Mazarin was not popular with the populace and his continual need to raise funds to continue his war with Hapsburg Spain, raising taxes which provoked civil unrest and a civil war with the Fronde.

Mazarin eventually died in exile in 1661, lamenting his actions:

Oh, my poor soul! What will become of thee? Whither wilt thou go? Oh, were I permitted to live again, I would sooner be the humblest wretch in the ranks of mendicants than a courtier!”
